Public Works Commission

The election of a new First Selectman has brought an increase to the workload of the Public Works Commission.  Since Willie is a former Chairman of this Commission, and knows the capabilities of the people serving, many projects, policies and work standards have come before us recently. 

 

More road projects have been completed in this fiscal year than have been done in previous years.  Most of these projects have included routine maintenance, drainage and watercourse issues.

 

The ball fields have also been improved to allow better drainage and turf management.  A new policy regarding field closings during inclement weather was implemented and appears to be preserving the fields’ conditions. 

 

The Public Works Department received several new trucks for the fleet.

 

The 2005-2006 Winter brought an average snowfall and the crews did a great job dealing with such. 

 

The Commission made recommendations to the Bonding Commission based on a road study.

 

The Design and Construction (Road) Standards were adopted by the Board of Selectmen and are being implemented.

 

The need for a new office building at 117 Nod Road is being addressed and is in its final planning stages.  Construction should begin in the next fiscal year.

 

The Commission increased the dumping fees across the board for all types of material after reviewing the costs that the town was paying to dispose of those materials.

 

The new fiscal year brings many new challenges, including the construction of a new office building, increase road construction, increased capital improvements and a balanced fiscally responsible budget.

Public Works Department

The Public Works Department enjoyed another successful year maintaining town facilities and grounds.  For the first time in approximately 5 years, there was additional funding to accomplish the paving of Kelseytown Rd., Carter Hill Rd., Watrous Rd., Egypt Lane, East/West Loop and Loop Road.  The Public Works winter equipment is ready to go and we have a full salt shed.  We have worked closely all year with our new Public Works Commission and have taken several suggestions under advisement.

Finally, in closing we are anxiously awaiting the construction of our new Public Works Office. The administration personnel have been in a construction trailer for over a year.

Residential dump passes for use of the transfer/recycling center are issued by the Department of Public Works Office Monday thru Friday between the hours of 7:00 a.m. – 3:30 p.m. (Lunch – 12-12:30). The Office is closed for Holidays and weekends.

Proof of residency (drivers’ license, registration) is required to use the Transfer Station; someone who lives in another town but owns property in Clinton cannot get a pass There are several choices of passes available: A recycling pass is free and allows residents to bring newspapers, cardboard, magazines, glass, cans, plastic, metal items, and leaves.

A 20-bag garbage pass is $20.00 and allows for 20 (30 gal.) bags of garbage; a 60-bag garbage pass is $60.00 and allows for 60 (30-gal. bags) of garbage.  See rate sheet for any other materials.  The passes are for residential household garbage only. We do not allow businesses to use the Transfer Station. There is a charge for other items.

If you have gotten a dump pass before and you need another one, call 860-669-6811 between the hours of 7:00 a.m. and 3:30 p.m. Monday-Friday and a pass will be left at the Transfer Station for you to pickup on Saturday.  It is not necessary to go to Public Works each time you need a pass, unless you are a first time user, then you must present proof of residency at the office of Public Works and pick up your first pass.

Residential lumber/sheetrock/wooden furniture etc. is charged by the pickup truck load (see rate sheet). The Bulky Waste Site takes leaves and brush under 3" diameter only.  Brush has to be under 3” diameter and we do not take stumps, logs or larger limbs.

However, if you are cleaning out your house in Clinton from a “renter” (and they live in another town) they can bring acceptable items to the transfer station and pay a fee for each of the materials they have and fill out a “bulky waste form” at the Transfer Station.

Businesses and Contractors may not obtain a Transfer Station pass – they must make their own arrangements privately.

All tires must be off the rims:  Car tires - $3.00 each; Pickup Truck Tires - $5.00 each
